CMMI for Service, One way of working and the Norwegian Armed Forces
Col Sigurd Heier is the commanding officer of the Norwegian Armed Forces Datatjenester (Data Services) unit responsible for delivering a range of data and IT services to all branches of the Norwegian Armed Services. With a staff of approximately 800 distributed across over 60 of sites across Norway, Col Heier is committed to building one integrated unit with one unifying culture. Col Heier's presentation will provide a short history and organisation of the unit and will discuss some of the challenges faced and why remaining still is not an option.
Col Heier will describe how although his unit is Military and clearly has many unique features the essence of the challenge and transformation he requires is very similar to that faced by many civilian organisations and that to successfully change and then sustain the change requires close attention to numerous parallel dimensions such as
* clear articulation of the unit's mission, role and vision
* enhanced focus on leadership
* enhancing the units operational capabilities
* enhancing leadership from top to bottom
* enhancing sharing
Col Heier will go onto discuss how he quickly realised that one of the key underpinnings he required was to build a focus on process and describe and adopt one way of working. Looking out and seeking to learn and share experience from industry he has chosen the CMMI for Services as a business process improvement model because primarily his unit delivers services to the rest of the Norwegian Armed Forces. Unlike many other service models CMMI for Service is focussed on IT and Business Services, it illustrates best practise right across the service lifecycle, it enables focus on the steps necessary to facilitate and then sustain change and it clearly cements the link between leadership and day to day operational excellence.
